But think about this for a minute.
If you were Macky Sall, would you use your Presidential Decree (lets remember this, its a Discretionary Power) to award FAR (who has NOT proven they got a PE reset right) or would you award it to Petrosen?
Look at it from his perspective - he awards it to FAR, and FAR in turn flips it to make MILLIONS - or he awards it to Petrosen who can flip it to make MILLIONS.
Now, is that a difficult choice for a president in a country whose people are living on a USD $1,000, a year?!?
Let me repeat this again (as I previously said before). The Presidential Decree is a Discretionary Power!!!
There is No Obligation (no contract or otherwise) on the President to award it to FAR!!!
It is at his Discretion to rule whichever way he wants - of course, either way he would be scrutinized by his own public, the US and possibly Australia, if he chose to exercise his presidential decree on this matter!!!
Where there was a contract (JOA - refer to all the press releases from FAR on this dispute), FAR chose NOT to go to Arbitration to prove they were "Wronged in this Contract" and as such, the Arbitrator would ruled in FAR's favour to "reset" the PE clock.
