I missed reading this sweepstake thread before my previous post. To establish a date for announcement two requirements are necessary:

a) The technical committees need to have completed their work.

b) A politically appropriate time and location has to present itself to maximize government publicity. The minister will therefore likely look for a suitable platform (conference?) at which he is a 'distinguished theme speaker'.

Which national or international conferences on renewables or climate change are in the offing?
