What it means exactly is that they are stopping the Property Management string ball from unravelling, and they are working very hard to shut Pelorus down, and locking other potentials (do gooder's) out of the game.
To me this shows that things are looking better for the group as a whole.
Also, they now have the finance in place to complete Toormina.
