"The challenge is to be able to get it out of the ground, to dry it, in a manner which therefore reduces the emissions very considerably then we have a capacity to use it in different ways.... There are plenty of options, for us in being able to transfer us into a true energy hub," he told ABC Mornings Program today"
Sounds to me like the "challenge" has been met.

Minister’s Foreword
"This restructure will require the region’s coal
resources to be expanded and diversified."
The context is - this roadmap/restructure wouldnt be considered possible IF the above was not possible. Coal drying makes it possible.

"Securing the Brown Coal Resource – The
Victorian Government is committed to securing
an economically viable future for the use of the
region’s brown coal asset and is progressing,
through the new Coal Allocation Framework,
a competitive tender to open up new reserves
of brown coal in the Latrobe Valley. This
provides commercial opportunities to develop
new industries as there is considerable global
interest in the Latrobe Valley’s brown coal, with
technology available to enable lower emissions
usage and conversion to higher value products.
The Victorian Brown Coal Roadmap will identify
these future sustainable uses.
As part of this process, the government
will also ensure that a broad view of coal
development is taken that ensures infrastructure,
planning, regulatory, export, environmental and
Commonwealth/State aspects are considered in
an integrated way to maximise the benefits of the
coal resource."

As we here keep saying - for the Govt to take the brave brave move to call the Pilbara - they were firmly convinced an economic/enviro sound drying tech had been found!
Key statement for me:
"with technology available to enable lower emissions" usage and conversion to higher value products"
Definite statement. No "ifs" - its available NOW.
Lets re-hash some "co-incidences"/interesting factors:
* carbon tax in play since ~ Nov 2011
* Govt funding megabucks aimed almost exclusively at LV b/coal - with "waste heat + existing infrastructure = funding criteria" an interesting factor hey Pas.
* Feb 13 0.5c -> Feb 22 speeding ticket -> Feb 24 AGL 100%
* Govt "Pilbara" allocations ann - Mar 21 - ECT express immediate satisfaction.
* Definitive Coldry DFT stage 1 (Oct start) ~close to completion at time of above
* Govt inferring "existing pilot plant/exportable" criteria re LV b/coal - others techs that meet that criteria are.....?
* Mikes K-Coal/POSCO pics early May - holidaying Mike?

* Exergen CEO Dec 2011 states they cant entice LYP/AGL for demo plant...now BM last week JV for demo.
* New Exergen CEO states LV plant 3-5 years away

* Crean is everywhere - Tincom signing 2009 -> April 2012 DPI Symposium -> today -> Monday.
* ARUP kicked off DFT 2/3 ~ a month ago (likely way before imo) without the $4m - why do that - reminds me of DFT 1 last Oct with NO $$?

I still reckon the Pilbara is largely predicated on Coldry.
Exergen are after 1B...AEC 1B also (using old tech UBC?) - leaves 11B...
I agree with luckybas and others that there is a MASSIVE opportunity domestically while rail/port is built. Anyway - first base is the $4m etc...
