With rapid car engine developments we can now get 4 cylinder turbo hi tech engines with higher power than
older naturally aspirated 6 & 8 cyls. Furthermore, Australia now imports most of its petrol and diesel and
petrol guzzlers are putting more pressure on our balance of trade whch effects us all.
So my proposal is that we switch from the archaic Stare administered rego regimes based on the number of engine
cylinders to a CO2 based Nationally administered system with a transition date set a few years ahead
(say the 1st July 2016)
The rates could be set on grams/kilometer as follows:
CO2..................$ per year
0-100.................$300
100-120.............$400
120-130.............$500
140-150.............$600
160-170.............$700
170-180.............$800
190-200.............$900
200-210............$1000
210-220............$1100
and so on.
Many of our V8s pump out over 220 g/klm CO2.
The current system for currently registered cars could remain as is in short term with tweaking of rates as we
get closer to the CO2 implementation date with the option to remain in the old regime rates based on # of cylinders.
Over time we could kill 2 birds with the 1 stone:
(a) reduce our import of Diesel & petrol and improve our balance of payments
(b) cleaner urban air and less global warming.
ADR's (Australian Design Rules) are already anticipating a move to CO2 regos because they now require
new car manufacturers to post CO2 consumption figures on the windscreens of new cars.

PS: I know that the petrol heads will object to such a system but in fairness to all, we need a system which
we all can live with and not a lax system that panders to a silly few.
