Your nonchalance in accepting something is out of order is not scientific. Why is it left to Jennifer to chase down all errors she finds? Where are all the checks and balance in this process of entering data into the record. The point is Mjp2, if you don't see inaccurracies like this you won't see problems with the analysis or models.
I think you used the flag word whilst I was using the word limit. Flag to me conjers up a signal, limit a stop. Because you used the flag terminology you avoided what I was suggesting - i.e. why if theadbo is regularly getting near -10 Celsius would you set the limit there - you would expect some to go colder?
The fact of the matter is that the minimums in the past have been left blank ,so I, you, or anyone else, will not recognise what that means. Logic suggests those numbers may have been recorded by the instrument but where did they go? Not to the database. They stay blank.
Do they tell us the fail rate of these devices?
Do they tell us how long such limits have been in place?
Do they offer an explanation as to why those numbers are not included in the database?
No there aren't notes included for the missing values. The BOM has been charged to record temperatures. Like the findings into the banking system, do you think that internal investigations get to the substance of the complaint. The nature of these errors should be independently investigated.

This of course means that if one gust of wind moves air over hot surfaces towards the device for just 'one second', then that can read a new record temperature.
