Usually these type of life changing events come when you least expect it. AVQ are publically saying that it is their intention to be exporting before the end of 2015. While that may be optimistic even ignoring the CoA decision, it tells me that AVQ would have expected a decision before now.
They're the ones talking to their lawyers. Their lawyers would know how long these decisions normally take.
Of course lawyers can get it wrong but if the plan to export before the end of 2015 was a fair and reasonable expectation then we can only surmise that the timing of the decision has gone on longer than what even the most knowledgeable people had planned on.
The only information that we can garner from the above is that the decision could happen any time when we least expect it.
