IMO, the delays are of a bureaucracy nature. Rmx has completed DD and are awaiting the go ahead. I don't think that the delays are related to conflicts within the DRC, as it appears, the mining department isn't subject to those conflicts. I'm certain management is as much eager as us shareholders to have this baby in the bag.
Any day is a good day. Not too long to go.
