When i first sighted the words surface mining permit, i just presumed we were looking at the 500000 ton of coal tailings that are stockpiled and maybe scratch the surface.
The permit renewal procedure is part of the Alaska Surface Coal Mining Program -

At the request of the local community, the Department of Natural Resources has extended the public comment period for the renewal of the Jonesville Underground Mine Permit. The deadline to submit written comment closes at 5:00PM on Monday, October 12, 2010
The deadline date for comments may have changed but its for an underground mine permit as far as i can tell which is much better and more valuable than i first thought.
