well fairly easy to explain, a few reasons.

    1 to build a base.
2 brokers could buy and sell and make a profit while driving the price up.
3 up volume is still a lot higher than down volume
4 generally with a larger stock, when brokers stack the buy side its because they want to sell at certain price but the fact is there is no big sell order to cap the range between the bid and sell tells me people are buying on rumour or knowledge that project is around the corner.
5 it could also mean they are selling at higher price and buying it at a lower price. a known way of trading.

personally i think there is 2 project, one with a cashflow which would be very good for the holders. i think 20cents is the near term price ie like cds when it hits 18.5cents.
