That Africa comment is a generalisation.
I have had the opportunity to see Botswana and South Africa first hand. No not a safari holiday, but several business visits.
Botswana has stringent laws governing corruption and yes they are enforced.
Similarly Botswana has not and does not suffer from tribal in fighting such as Zimbabwe.
The world risk survey of 2010 saw Botswana rank equally with AUS in respect to many of the major categories including Financial Risk, Infrastructure (yes, not a typo) and Social Risk.
Africa is a continent and we should be careful not to lump every country in the same category.
