Oh I agree it's a bit late to be trying to change things now, but something is better than nothing buddy. If we see China and other massive coal utilising countries adopt more efficient (and therefore cleaner) coal practices it's definitely a step in the right direction. Coal will continue to be very important to developing countries and countries opposed to nuclear power until cost effective renewable sources are available. It may not be 'right' but it is what it is for now.
