"Despite telling the private health insurance industry as recently as last week that it would oppose the change, the Coalition party room has agreed not to block the change, which would cap increases in the rebate to either the rate of inflation or the actual increase in premiums, whichever was the lesser. The measure will take effect from April 1, 2014, and will save $700 million over four years."
