Glug, Palmer's policy is very different to that of the ALP. The only way an emissions trading scheme will happen under Palmer's plan is when the USA/China/South Korea/India/etc all agree on an ETS ... which certainly won't happen in the immediate future. But I reckon it's actually a smart policy(a first for me with Palmer policy), it signals to the rest of the world that we are ready and waiting to act, but won't move until the others do. Much better policy than throwing our economy down the drain and exporting our emissions!
p.s it also has the added bonus of allowing the coalition to drop the DAP
