The government was striving for a surplus. Gillard promised one 500 times, no ifs or buts, come hell or high water. So regardless of the poste ante analysis, they failed their own benchmark.
It is amazing that Gillard picked up in the polls after the budget. But that's probably more to do with a pity vote after her blubbering.
