You may be comparing apples to oranges. During the Libs reign there was an expectation that voters shared in the prosperity of the country, although they still remain accountable, spending in previous years was affordable and expected.
Post election where Labor raged a campaign against such spending voters opted for a more accountanble government who did not waste money on advertising.
Therefore in these times government needs to reflect the mood of the voters and not waste money on advertising campaigns especially when we are heading for a budget defict and aim of the government should be stimualatory and not self congratualatory.
