IMO most of our pollies don't have any professional expertise on matters such as environmental science, drainage basin hydrology, etc. Most have legal backgrounds and almost no direct experience with projects that make your hands dirty.
In a recent interview Tony Abbott made it very clear indeed that while he may have been overturned by Cabinet as a Minister, that as PM HE would be the authority.
IMO that is at odds with the implciations of your assertion that he would delegate.
We have seen nothing thus far from Abbott which indicates other than he will try to determine all the core outcomes; even in areas where he has absolutely no expertise whatsoever.
