Many think this payment is purely a vote buyer, most would prefer that the money go directly to education. Sure there are some who can do with the money directly. Quite often, being the most vulnerable, these are the ones who misuse the intended purpose of cash gifts. There are better ways to deliver help, but I do understand the incessant need of a Labor diehard to support this method, the buying of votes is always critical for your election chances.
