You know there are plenty of people in Australia in the situation of being tax free.
There has been an ever growing percentage of families that make no net payment to the Government.
When taking into account the concessions and supplements paid around 60% of families, now pay no net tax.
Things started to get out of hand when, during the howard years, the Government coffers were bulging and they decided to distribute some of the wealth to the community.

But it's also been a time of increased computerisation and increased data matching so more and more cheats are being exposed but the investment required to wipe it out completely would not be cost effective. The Government invest enough to provide a deterrent.
