What we need is the SP near 1$ before the shorts start to cover, this way a kick up to 1:30+ isn't out of the question on short covering.

The only thing stopping the shorts from covering is resolution on project funding and a JV partner. Till then the shorts control the stock. The biggest risk to the SP is delay!!! Yes the project will go ahead and it is a world class asset... However if hp go with just the senior debt provider the market will only place real value on first production.
