In response to posts from late last week, DRC could only consider 10% strategic levy if they have a monopoly as customers simply just go elsewhere. Hence... higher probability due to monopoly.
Who is buying this stock, has been dominated by what appears to be single motivated buyer and has been since July? Accumulation support... but no changes in top holders???
