Katanga's Copper/Cobalt mine was operating up until late last year. I believe the plans are to produce 320,000T Copper and 22,000 Cobalt. It's recommissioning has been delayed until their is an uptick in copper prices... estimated to be early 2018.
Plenty of estimates out there how quickly Cobalt demand will grow over the next few years. Ranging from 5% growth P/A to battery demand doubling from 50,000T to 100,000T per annum by 2020.
