none of that really applies to HLX though. That's big company stuff. Its normal for HLX to raise. It's just now the mktcap is so low the placement capacity is not enough to raise a decent amount. So its a voted on 2 tranche raise (which would be very rude given dilution to shareholders) or its a rights issues giving all shareholder the chance.
