I think one of the major risks for 'any' operation is long lead up times to production and relying on the spot price and market supply and demand.

Might just be that early mover advantage on PLV's behalf may well and truly negate any associated costs on what you rightfully mention.

Let PLV get to production quickly. Let it get the move on its peers and let it develop the beneficiation plant while it is unloading DSO from isthmus to Cockatoo.
