That's a pretty old report, nothing recent. It's essentially just "don't take treatments that are not approved by the FDA". It doesn't say anything about exosomes being bad, just that there are no exosome products currently approved and thus these clinics marketing these claims are frauds. So it sounds like there was some kind of scam going on, and they made this announcement as a response.
