It's a way of wiping out the previous investors. The stock can't fall below a tenth of a cent ($0.001), so in order to wipe out the mum and dad invetsors and so forth and reclaim the stock for the clever financiers, they need to conspire for a consolidation, say maybe 10 shares becomes 1 share, or in this case it might be 100 shares becomes 1.
