The announcement made it sound like that but I participated in both and had my money returned and not honored for the second CR. I was super disappointed in this as I could have just brought from the market but instead the company held my funds for three weeks only to not issue shares and return it late. To your point thou yes it was oversubscribed as it should have been because it was offered at such a bs low figure.
