What it's worth depends largely on the value of Medidur, Brachysil and whatever PSD/Pfizer are working on. We can't really value any of them, though Medidur looks the most promising and could be worth a big bunch of cash.

The price goes down because shareholders sell, which could be for ordinary, run-of-the-mill market reasons. There's been a lot of dilution, a large number of options that will be converted if we get back to the 20s (causing even more dilution), and uncertainty about what's ahead ad whether the Pfizer deal will bear fruit.
