$300 million to $400 million to build 2 million ton plant,
continual use of lignite,coldry export industry established ,representing revenue to state and Loy Yang Power.

As I see it herein is where the problem lies.Tincom want Coldry.The state & federal govt would both love revenue from Coldry export.Loy Yang would reduce emissions by using Coldry but it would not make economic sense for them to merely donate the site & coal.
Nowhere have I seen an agreement drawn up as to how they stand to profit.They have huge debt to manage in spite of having used the cheapest form of fuel for power generation.
The MOU given by Loy Yang was given at the time the ETS was thought to have passed giving a handout to power stations,
only to be rolled shortly afterward.
As there are so many sitting at the table wanting a slice of the pie I do not expect to see good table manners demonstrated.
