I think coal is in the bag long ago. Nethercote wasnt in the June signing pic based on a 'maybe" we will contribute coal. If he wasnt there - likely there wouldnt have been a signing. No coal - no plant.
And right up to Nov 15 Tincom were pumping in millions for Arup to play with. That wouldnt happen without coal surety.
So what unexpected event happened shortly after Nov 15 to upset the "imminent" call?
