good post rupe, water is becoming a big issue. The desalination plant is going to cost 2-3 billion (from memory) and requires a lot of energy(which is not what you want in the future). 35 megalitres is a significant amount. ESI is getting more media attention, this will be great for victoria... hopefully there is an announcement soon. The many benefits to the state have been highlighted in numerous posts :)
