That last statement is a bit strong. There are a lot of assumptions built into a comment like that. I am not party to the CoP/WPL purchase agreement and I have not read the pre-emption rights document, so I am not privy as to whether the "our right" statement is correct or not. If you have, then you may have some authority to make a statement like that. If not, then it sounds a bit like a 3 year old throwing a tantrum. (and we all know how they end!!!)
