    HECS debts have always been indexed to inflation. Just the way the scheme has always worked so not sure you can point the finger at Labor because the increase would have happened under which ever party won the election. I don't remember the coalition saying that they would stop indexing to inflation if they won the election. The impact of changes to higher education regulation that allowed uni's to increase their fees has had a far great impact on the cost of getting a university than annual indexing.
