January 21st 2002 was the date Reconstruction Assistance to Afghanistan that the United States would contribute $296 million for Afghan assistance.
Personally... the World is a shaky place and if you have a look at the Kondrieff Waves it all ends in war... this could be multi-faceted (China / Russia / Afghanistan)... it would make sense whilst confidence is low and economic supremacy is at stake.
