I answered on the FIRB thread. It is as you said. But I am sure I have heard "we may not need FIRB pproval" words.

Maybe I've got it wrong! What I understod was that we might not need FRIB approval. I was asking if would have to wait for FIRB approvel for the announcement of excetuted aggreement. He said "No. As soon as the agreement is executed we will announce it. FIRB approval can come after that.... We may not need FRIB approval". Something lika that. I couldn't get any more information other than those kind of words. It is normally so hard to get anything.
