Not sure how much Howard really cares cares about coal miners jobs. If anything, there is a critical shortage of skilled workers in mining generally so its crocodile tears he is crying for them. Its more about protecting vested interests who are increasingly interfering in politics as they grow richer. I'm sure even they will support this technology in the future but only once they have a stake in it, much as they came around to the idea of uranium mining.
That aside, it seems that expertise is the main thing being exported currently as all companies are looking overseas for projects. Coal to liquids is another export opportunity, and IP as you mentioned very important in this new field. If they don't have patents now they will be very well placed as they move into production, develop the processes and learn the lessons.
