You must use a proper device with electronics to automatically adjust the current; a battery and wire is potentially dangerous. You must also use pure (distilled) water. If you don't, you will not be making colloidal silver, but silver oxide or some other potentially toxic compound.

A bit off topic, but this highlights the medical use of silver.
