BLR submitted the white paper to the CDPHE in July (it's dated "July 2015", so I assume it was submitted in July.) That probably got the ball rolling.

The CDPHE sent a request for information on ablation to BLR in August. The request includes a series of detailed technical inquiries. I don't know if BLR has responded.

The announcement of the demo may have spurred the CDPHE to issue the notice.

It's not clear when the stakeholder process will begin.
