If the USA wanted to "dismantle Russia and steal their oil wealth" they literally could have done in the 90's, and in addition it probably would have been better for the average Russian working-class citizen if they had. People like you constantly bag out Western neoliberalism but next time you turn on the hot tap or go to an inside toilet you might spare a moment to consider yourself luckier than 25% of the Russian population.
