Logically it does point in this direction. To grow the user base Mogul needs to give players the power/tools to create the instant tournament content around their schedules. I believe this is the catalyst that can really move Mogul to that next level. Considering they were registering the app for some sort of patent does make you wonder what it will be capable of (if that does play alongside this announcement).

A player should be able to log in, peruse a list of tournaments, find one that suits their preferences, join and start playing without too much delay. If they turn up and find there isn't a tournament that suits them, they can then create one on the spot and hopefully it'll fill with players and off they go. Either way player satisfaction is achieved and it gives players a reason to actually log in to the platform/lobby whenever they are available to play. You can also potentially see it unfolding really well with Twitch streamers who can make up a tournament on the spot and invite their channel to play in it (for whatever prize is offered). Easy cross promotion for both audiences. Hubs etc can always make set times/dates for large tournaments as it perfectly compliments the ecosystem.
