The reality of the balance sheet has probably led them to concentrate on getting Singapore up and running to have a fully functioning showpeice country to point to when discussions are had with other parties for joint ventures/capital raisings.
Lets face it Australia is rather large - too larg for TZL's balance sheet in fact. A few lockers, only, in a city is not going to cut it. Better to ensure critical mass is reached region by region.
