I don't agree with everything you have said Dr Pepper and will respond later tonight or tomorrow.
I know that it is a vinyl billboard during the day - but they have to replace the "8mm thick cover plates" over the panels for the vinyl billboard. I have been told that 2 sets of these have been made - 1 installed, and the other ready and waiting, without a vinyl covering on it - due to no advertiser, to minimise the delay in getting the day time advertising up.
As I have said before, night time advertising can be programmed and placed on the signs instantaneously, day time advertising will take weeks of work and installation costs to occur.
