TMR may be the better team to develop lichkvaz, however do not think it will be an easy road.
For staters, it appears very difficult to get licences for using cyanide - check out what has been going on with zod gold mine - and IBR do not have a licence.
Also, in former soviet states using the GKZ reserves system, the state sets a production allowance. High-grading a deposit where there is a perception of 'sterilising reserves' can lead to having a deposit 'removed' from the owner - again, research what has happened to the late owners of the Zod gold mine.
There is a reason Lichkvaz has been sitting there for 20-odd years - it's going to be a long hard road to production with no guarentees of success.
