Trump got the ball rolling and Biden jumped right in to kept it rolling full speed ahead.
Biden recently referred to microelectronics as infrastructure.
USA will need to build "everything" out of Skywater and others in the "trusted foundries" initiative. Well anything that they are concerned can be infiltrated. 5G, IOT etc.
