The problem with UKL is getting permits.

New Mexico, historically the largest U.S. uranium producing state, has become a torture chamber for mine developers. Some operators have been locked up in permitting since the mid-1980s.

An example is would-be New Mexico producer Uranium Resources. It took a kick in the teeth from the U.S. Environmental Protection Agency, which announced that a mining permit for the company’s Churchrock property will need federal approval. Uranium Resources had hoped the feds would leave the permitting to the state environment department, which likely would have moved faster. With the USEPA now involved, the project may be bogged down for years.
