If AZZ is unable or unwilling to inform the market of significant details of a possible transaction then AZZ should have called a Voluntary Suspension. This is how things are done because this allows for sensitive negotions to proceed without creating distorted markets. AZZ management were so blinded by $$$ they forgot their ASX obligations.
