It would be up to a $5500 fine for the landholder based on just the provision that I have found. As soon as you get police making directives then the fines could go up exponentially as I am sure there are plenty of laws out there that could be used.
Fingers crossed that this is the monster I am hoping for - but one would assume that there will be strong resistance at the 20c cap raising level. I hope that if it goes well that people let it run.
