I'm not sure that there is a market there for the service. Love the way you have presented it though. Most phone exchanges in suburban areas don't even run security cameras and they have way more valuable equipment and copper.

But the main problem i see with rural and remote infrastructure is support and maintenance. To do this well you would need a fleet of maintenance techs across the countryside in rural and remote locations. It gets very labour expensive very quickly by focusing on high density areas like major cities you can operate less support staff keeping costs lower while the company grows.
