"Development Agreement extended for product development and pre-launch claims support."
Pre-launch claims support only means 1 thing - gathering proof of benefit that will be used in marketing the product.
You don't do pre-launch claim development unless you are green for GO.
IMO this sentence goes a long way to de-risking the (remote) possibility that the extension was given to confirm viability.
