We know it's a nonsense decision from a number of facts, secret basis not shared with the public; no concern expressed about the tailing's dam location by any group or organisation until the last hurdle; location issue not raised allowing the company to address the claims/location prior to rejection. Allowing the company to succeed at every stage of approval until the final hurdle, only to reject the proposal on 'secret' cultural information is intellectual and administrative bankruptcy of the highest order.
